Restrict Content Pro handles the memberships and Download Monitor handles the files, but on their own they don't share rules about who can download what. This bridge links the two. You decide which membership levels can access each download, and members who don't qualify are kept out. It requires Download Monitor to be active on your site, alongside Restrict Content Pro.
Once connected, download permissions follow a member's plan. When someone upgrades or changes their membership, their access to downloads is assigned automatically, which saves you from adjusting permissions by hand.
