Rules are created in the WordPress admin without coding, and you can drag and drop them to decide which one applies first. Costs can target product categories or tags, vary by user role for groups such as wholesalers, and include tax if you choose. Fixed per-product fees are added to the cart total, and shipping summaries and custom messages can appear on product and checkout pages.
