This plugin lets you select any page on your site to act as the activation page. You then edit the messages users see, including error messages, using the regular WordPress post editor. Default activation content is included, so you have sensible wording in place before you change anything.

For layout control, developers can build custom page templates for activation or use templates provided by the theme. Over a dozen merge tags let you show useful details during activation without hand coding links or logic. It works with Gravity Forms Auto Login to log users in right after activation, and with WPML you can assign separate activation and redirect pages per language.
